ED Attaches ₹999.63 Crore Properties in PACL Money Laundering Case
45 Immovable Properties Linked to PACL Entities Provisionally Attached Under PMLA; Total ED Attachments in Case Cross ₹29,625 Crore
New Delhi, Aug 5:(KNC)The Directorate of Enforcement (ED), Delhi Zonal Office, has provisionally attached 45 immovable properties worth ₹999.63 crore in connection with the alleged PACL collective investment scam under the provisions of the Prevention of Money Laundering Act (PMLA), 2002.
According to an official press release, the attached properties belong to Worldwide Real Estate Pvt. Ltd., Worldwide Housing Project Pvt. Ltd., and Worldwide Infrastructure Pvt. Ltd. The assets are located at Rani Khera, Ghewra and Hira Kudna in Delhi and are suspected to have been acquired using funds allegedly diverted from PACL.
The ED said the investigation originated from an FIR registered by the Central Bureau of Investigation (CBI), New Delhi, under Sections 120-B and 420 of the Indian Penal Code. The CBI later filed a charge sheet and a supplementary charge sheet against 33 accused persons for their alleged involvement in the illegal investment scheme.
As per the investigation, the accused entities allegedly operated a massive illegal collective investment scheme, mobilising over ₹48,000 crore from lakhs of investors across the country under the pretext of selling and developing agricultural land.
Investigators said investors were persuaded to invest through cash down payments and instalment plans and were allegedly made to sign misleading documents, including agreements, powers of attorney and other legal instruments. In most cases, the promised land was reportedly never delivered, while approximately ₹48,000 crore remains unpaid to investors.
The ED registered an Enforcement Case Information Report (ECIR) in 2016 and filed its prosecution complaint in 2018. The agency has since submitted six supplementary prosecution complaints in 2022, 2025 and 2026 against various accused involved in the alleged money laundering offence.
The agency stated that the newly attached 45 properties have been identified as proceeds of crime, as they were allegedly financed through investor funds diverted from PACL and routed to the three companies.
With the latest attachment, the ED said it has so far attached movable and immovable assets worth approximately ₹29,625.63 crore, including properties located both in India and abroad, in connection with the PACL case.
The Enforcement Directorate said that further investigation into the case is continuing.(KNC)
